Skinpacks for the dogfight server maps

Some of the maps in use and in development are not well-suited to the default skins. Thus, we will attempt to provide skins that work better on those maps. All of these will be in packs that can be activated though JSGME for ease of use.

The first of these is for the Slovak-Hungarian "Little War" 1938 map. It provides historically correct Hungarian markings thanks to vpmedia's excellent work. After implementing the skinpack, Blue players should select "None" for nationality on this map ONLY.
